Greetings All, The original TFBIS contract to establish Dataversity was scheduled to conclude on June 30, but has been extended until the end of 2010. My main task in this time is to secure a sustainable future for Dataversity. This was always part of the plan for the project, and feedback I have received suggests there is sufficient interest in this happening. In the second part of this year, I will continue to provide some coordination, and will also complete a review of Dataversity. Below is a plan for the future for Dataversity. In short, the plan is to hand over the running of Dataversity to its members, ie you. I have some ideas for what Dataversity could achieve, and how to manage and resource this. Please comment on this plan. Try and break or improve it. Once we have a plan that has enough support from the members of Dataversity, I will get on and implement it.

Future of Dataversity ===================== Introduction ------------ Dataversity is a community of around a hundred biodata practitioners mainly from local government, DoC, and CRIs. Conversations within Dataversity occur in the online group and at regional, national and informal meetings. There is at least anecdotal evidence to suggest that these conversations result in worthwhile benefits for the participants and their organisations. Some online resources for biodata practitioners have been created. Dataversity has highlighted the need for tools that can be shared among local government biodata managers to meet common needs. These include software tools, such as a common SNA database, and informational tools around shared practices such as the integration of prioritisation into biodata management. If funded support for Dataversity were to be discontinued at the end of 2010, it is likely that online conversations and informal meetings would continue at some level. Some funded facilitation of online conversations and face to face meetings would boost that considerably. There is also potential to leverage Dataversity to build some useful shared tools. Projects to build such tools could deliver sector-wide benefits, and are therefore likely to attract funding. The process of conducting such projects would itself further stimulate activity in the Dataversity community. In addition to its role as hub for biodata conversations, and provider of biodata management tools, there is potential for Dataversity to become the recognised voice for the New Zealand biodiversity and biosecurity data management community. During its establishment period, Dataversity was funded to focus on local government terrestrial and freshwater biodata managers. Beyond that period, there is potential to review this scope. Biosecurity data management, which clearly overlaps biodiversity data management, should be included in the scope without delay. Likewise the inclusion of Marine biodata management is likely to be uncontroversial. The focus on local government as the end-users of Dataversity warrants some consideration. In practice, the conversations within Dataversity occur within local government, and in a triangular pattern between local government, DoC and CRI people. It makes sense that participation in Dataversity involves all of these groups, as well as other central government agencies, and private and non-government organisations. While DoC and CRI people undoubtedly benefit from these conversations, it can be argued that local government participants are, and should be, the targetted beneficiaries of Dataversity. Local government biodata managers, are relatively distributed, and under-resourced. Tools and practices that could be used across local government have significant potential to enhance biodata management nationally. CRIs are to a large extent, providers of tools, of which local government are end-users. For DoC, the benefits lie in coordination of efforts with local government and CRIs, that could lead to internal efficiencies. Achieving ongoing sustainability for Dataversity is going to require some clear goals, a clear scope, a suitable structure, and further funding. Purpose of Dataversity ---------------------- Dataversity aims to improve coordination of efforts around the management of biodata, in New Zealand, particularly in local government, in order to increase the adoption of systems, practices and standards that will cost-effectively improve the data that is available to support the management of biodiversity. Goals for Dataversity --------------------- By 2015, Dataversity will become the recognised New Zealand: * forum for biodiversity and biosecurity data management conversations, * representative voice for biodata managers, and * provider of shared biodata tools for local government. Scope of Dataversity -------------------- Membership of Dataversity is open to everyone interested in biodiversity and biosecurity data management in New Zealand. Dataversity has a focus on supporting biodata management within local government. Structure for Dataversity ------------------------- A steering team supports the ongoing functioning and development of Dataversity. The steering team is accountable to a governing body that provides the legal structure under which the steering team obtains funding and undertakes projects. The tasks of the steering team are to: * determine the strategy for Dataversity, * ensure that online conversations, online resources, face to face meetings and projects, are facilitated, * obtain and manage funding, and * represent Dataversity in dealings with other agencies. Membership of the steering team includes representation from the local government, DoC and CRI sectors. Resourcing Dataversity ---------------------- Dataversity will require some funding for ongoing facilitation of online conversations, online resources and face to face meetings. The national workshop could be partly-funded by charging a fee. Applications could be made to TFBIS and Envirolink for funding for projects to develop tools and systems.
Hi All, Here is a quick update on progress with this. The Interim Steering Team has been formed and has had its first meeting. The team is Shay Dean of TRC, Paul Fisher of NCC, Jim Fretwell of EBoP, Pedro Jensen of GWRC, James Lambie of Horizons and Shona Myers of ARC. The team has agreed a plan to work towards setting up a governance structure for Dataversity by the start of 2011. The structure will probably be lightweight with legal standing provided by a governing body. We have started work on a Charter for Dataversity and a Terms of Reference for the Steering Team (links to drafts are below). These will probably evolve a bit during negotiations with a prospective governing body, which we are entering now. We are also working on a Resourcing Strategy, to ensure some ongoing coordination, and to get some projects under way. Please let us know any comments that you have on this.

The Interim Steering Team[1] has met five times since August and has agreed the following structure with the respective parties. Dataversity has been formed as a sub-group of the Regional Council Biodiversity Forum. The support of the Biodiversity Forum, which is convened by Rob Phillips, locates Dataversity within the established structure of local government inter-agency collaboration. This lends credibility to Dataversity that will strengthen its role, both within local government and between local government and other sectors. The strategy and management of Dataversity will be overseen by a Steering Team. The Steering Team will have eight members. Six members will be from local government, with some spread across regionals, unitaries and territorials. One member will be from the Department of Conservation and one will be from Landcare Research. The composition of the Steering Team is designed to maximise Dataversity's ability to facilitate collaboration around biodata management between local government, the Department of Conservation and Landcare Research. The Steering Team will appoint a Dataversity member to manage liaison with other organisations where collaboration can be mutually beneficial. James Lambie has agreed to take up the role of Chair of the Steering Team, and to provide liaison with the Biodiversity Forum. The membership of the rest of the Steering Team is yet to be decided. Where a formal legal structure is required, for example to manage funds, the Steering Team will engage a council to perform this function.

Hi there, Not sure how well this fits with the regional council focus, but I would be keen if there could be some representation on the steering committee from the marine community. In NZ, we suffer from different agencies managing terrestrial and marine environments, and different funding (for example TIFBIS is for terrestrial and freshwater environments while NABIS is for the marine environment). Would be great if dataversity could operate across the somewhat artificial air-sea interface! Many regional councils carry out estuarine and coastal monitoring, and so there is at least some overlap. There have been some large initiatives in marine biodiversity research in the last few years (prinicipally through the census of marine life project, see the summary at http://bit.ly/gUNq9o), that have given people experience with all the issues around interoperability and data sharing.

Hi Edward, I entirely agree with you that the Dataversity should encompass marine biodata. During its establishment phase, Dataversity did focus on terrestrial biodiversity data, because it was TFBIS-funded. Marine biodiversity and terrestrial biosecurity data people have, however often participated in Dataversity discussions. Now that the establishment is done, the distinctions can drop away. With regards to the steering team, however, marine is one of many interests that are not explicitly represented. The steering team membership has been selected to represent the *main* stakeholder groups. Others will be included both by the invitation to participate in online discussions and face to face meetings, and by formal liaison with specific organisations.

Hi All, I am pleased to confirm the establishment of a Steering Team for Dataversity. The members are as follows. James Lambie, Horizons and the Biodiversity Forum (Chair) Jerry Cooper, Landcare Research Jim Fretwell, EBoP Liz Garson, CCC Paul Fisher, NCC Pedro Jensen, GWRC Peter Furnish, Department of Conservation Shona Myers, Wildlands My role in establishing Dataversity is all but complete. The Steering Team will be taking things from here. I will not be disappearing, however, as I am sure there is more to be done to foster the valuable collaboration that takes place in Dataversity.
